Is it possible when creating CSV file in code to have the data to wrap when opening?

No a CSV file is pure text and doesn't include any embedded formatting information. You can force part of the data to appear on the next line by inserting new line characters at the appropriate places in the file but this isn't the same thing as wrapping. Text editors such as Notepad will allow you to turn word wrap on or off.
