Creating .config file in Visual Studio 2003

When I am creating application.config or web.config files in VS2003 I must write whole and VS2003 appends end tag . Is there something like IntelliSense I can use for effective creating of configurations files. I mean this: If I write [and/or attributes of ] Thank you very much
