It depends upon your project format. Must be a Web Project Web Application Windows Project. Open the project from VS File Open Project Menu

Do you get errors or nothing happens when you click the .csproj? Which one? If nothing happens then its because you run VS2010 as Administrator.First open VS2010 then open the project inside IDE. If you get errorsplease give us more details like screenshotthe error text/message you're receiving? Thank you
