Well you need to create a new setup project see this MS article about How to create a Setup package by using Visual Studio .NET . I'm afraid I cannot help you more because I do not use visual studio installer project instead I use WiX Toolset but it supports the minimum Visual Studio version of 2005 so unfortunately I don't believe you can use it.
