Developing Dashboard in 2.0 framework of Visual studio 2013

Is it possible to develop dashboard in c# framework 2.0 of visual studio 2013 without using 3rd party control ?

Well... it depends upon you that what things you are including on your dashboard. It might be possible but have to work harder. So its always being a good approach to use the latest stable framework to work with.
