Disable Download and copy option in Document library .

Question

i am using SharePoint online and i want to disable Download and copy option to specific users in document library. Please help me on that  How to do this thing . I have Implemented IRM but it was applicable to all users but client need for only ready only Users in site.

Whatever link you provided i have gone through on that and they have mentioned to add code in master page . Actually i don't want to hide . Client requirement is  Download and copy option should be enable for Admin only and other users not able to get the download and copy option . I am using SharePoint Online .
