Docking an Application on the Desktop

Question

Please tell me can you Dock your C# Application on the Desktop like all the different toolbars available in Windows. An example for a Docked application is the Maginfier which comes bundled with Windows. When you run the Magnifier, it places itself on the top of all the applications. And all application windows come beneath it by default. Thank You
