drag an image to specific area and apply border to that image

hello friends

I have a problem.

I want to drag an image to a specific area and apply the border on that area(and can change the border).
**Image can be drag anywhere.....

how to do........?????

pls help



OR

any other application to do this....pls tel me as soon as possible.......
