Draw Circle around the cursor

Question

Hello, first of all, my language is not English, so excuse me for my poor writing.

Im implementing the press and hold feature of the tablet PC's, if you don't know what is it, its just to hold the left click for 2 or 3 seconds and then release it to display the right click, the trick is that when you are holding the left click, a circle appears for 2 or 3 seconds indicating that the right click is charging, so anybody knows how to draw a circle arround de cursor?, by the way, the cursor can be in any part of the screen.
