I might be wrong, but a service seems like overkill; it seems that would require more development and maintenance than is needed. I think the system scheduler would do it and requires less development and maintenance. Look for articles in this web site about how to use the scheduler, but for this you can probbly use the scheduler interactively without writing code to use the scheduler.

You need to create a Windows Service and schedule it. OR you can create an exe and schedule on your server to run it as a job. Search this site for a Windows Service if you do not know how to create a Windows Service.
