Error Using tblimp From Command Prompt

Question

I am trying to access a .dll from the command prompt but get the following error:
"tlbimp is not recognized as an internal or external command."

I am using c#.NET, Framework 1.1.  I am wanting to utilize a macro with a COM Component.

Any clues?
