I wish to know in practice whether the EXCEPTION HANDLING is used as a debugging tool or implemented in a program to catch the error. Those with the practical experience as programmer or developer are better known the real situation.

The answer is that it's used in both situations. Indeed production applications generally contain a lot more exception handling than you see in short programs in books or on the forums. There are usually a lot of things that can go wrong and the last thing you want is for your program to blow up in the hands of your users with an unhandled exception!
