An .exe is an executable program i.e. a program which has an entrypoint (Main() method in VB.Net) from which execution begins. A .dll (dynamic link library) is a library of classes or functions for use by other .exes or .dlls. It does not have an entrypoint and is not therefeore executable on its own.
