Express Edition Possible For Developing Applications?

hi i have one doubt again some peoples tells express editions of visualstudio and sqlserver express edition is freei don't know it is true? no need licence? can develop web applications as a freelancer with theses tools..? can download from microfsoftsite?

Licenses are legal documents and you can't expect to get a definitive answer on what they allow you to do or not do from people who are not lawyers. However Microsoft's intentions in this respect do seem clear and it it were me I'd read the licence to make sure there are no obvious problems and if there aren't any I'd get on with my freelance development using their free tools. If you do this the chances they'll ever successfully sue you for breaching the licence terms are negligible in my opinion.
