If your service is rest based then run the web.config page directly or hit the url of your service.

Are you getting this error while adding a service reference? If yes there could be two reasons for the same 1. Your service might not be running cross check the same by opening your service in browser. 2. Your service might not be exposing the metadata endpoint. To do so you need to expose an endpoint that uses IMetadataExchange service contract.
