i am going to develop project .That project Following function

File sending to user
File receiving
file converting different format
Send bulk file and folder
project as like www.digitaldunia.com
Please tell me should i use WCF . And i am new in MVC .Should i developed this on asp.net MVC or Asp.net c#

ASP.NET MVC is indeed ASP.NET C# ( there is a common terminology error in your wordings ). I would recommend that you use ASP.NET Web API (which is based on MVC) rather than WCF. ASP.NET Web API can be called from any platform. Where as WCF needs to be called from a client that indeed runs on .NET framework. ASP.NET Web API provides you a lot of features because web framework cross-platform cross-language and cross-device.
