Fire Timer Tick Event even when page is not loading

Question

Dear all friends,

I want to transfer my data from one database server to other platform (Database Server)... so,i have designed the task called timer, in timer tick event every second it check the new records inserted or not, if inserted then export it to flat file and transfer to specified ftp location, this fine but not all time, because timer tick event file only when your page is load or live, but if i want to close my page, then timer tick event not fired , so i want to handle the timer tick event task on without page load , so what type of code want to be conduct from my side.. please suggest me if you know, how handle this type of task.....
