Fix the position of a stackpanel in scrollviewer

Question

Hi, I have two stackpanels in a scrollviewr and they were horizontally alligned, i want to fix the position of a right side stackpanel so that it should not scroll while dragging the scrollbar of the scrollveiwer (only left side panel should scroll)

 

Could any one please help me to resolve this issue.
