Foreign key value can't deleted Directly in mvc

Hi All In My project haveing 3 Screen Short 1. Country2.State 3. District. each table link up Foreign key Constriant but here My Problem Is Record Is Directly Deleted  But I need Depend Row Not Deleted Directly Please give suggestions this is high Priority ...

Say for example the country id of Country table is referred in State table. In that case if you try to delete the Country table's record you can't. Since it is referred in State table. So first you need to delete the Child table's record then try to delete the Parent table's record. Meant that first delete the record in State table then go with Country table. Hope this helps!

You can't ..first parent should get deleted. And idely it should not allowed in any scanario. Everytime you will get key voilation error.
