It's evidently something to do with BizTalk Server but I'm sure it's nothing to do with the C# language which is the category under which the question has been asked. We do have a 'global' keyword but that's just to make it clear that some entity belongs to the global namespace.

Are you perhaps reffing to a Global variable - i.e. a project based variable that can be set / initialized from the outset of the application and then later reffered to where ever needed? (being a staticly set variable) Simular to what Vulpes was saying - but more on a project spectrum versus a Class.

There's no such thing as a global constructor in C#. Do you perhaps mean a static constructor which is used to initialize data for a class as a whole (i.e. its static fields) rather than a particular instance of it?
