A good developer can read documentation and use other resources and can learn new things. A good devedloper will search for answers and then ask specific questions when the answer does not exist. A good developer is persistent (also known as being stubborn) in solving problems and does not give up easily when there are problems. A good developer is methodical in diagnosing problems instead of using trial-and-error or making assumptions without verifying them. So a good question would list qualities of developers that have already been found by doing research and then ask for clarification and other comments.
