How can I create a html/email template w/bcc and stmp?

I need my email template to be a stmp/bcc that can do bulk mailings... Who do you use for stmp capabilities now on your templates. I also want a css/html subject like what writing on. Please reply

Do you mean programtically? You can store a template that your application can load and fill as needed. As for your template it can be HTML/CSS. For examples please see these by Zurb http://zurb.com/playground/responsive-email-templates. There is no CSS in the subject line. You can use emoji though.
