how to add a dropdown list when i click on edit button of gr

i want  when admin click on edit button of grid view then he will get a dropdownlist to update the city of corresponding id in grid view. add how to add item in that dropdown list. please help me !

sir i want when ever admin click on edit button of gridview then instead of getting a textbox for updating the value i want admin will get a dropdown list of city and simply by selecting a city he can update the city
