How to add web.config for connection string and access that connection string in function of azure?

In the new project templates web.config file has been updated to use project.json file. That file is already available in your current directory. As you mentioned you need to use the connection string you can access your connection strings from the Azure portal for SQL databases. You do not need a web.config file to access the strings in order to process the databases. As for your code (that is visible in the image) I would recommend instead of getting the connection string from there (because web.config isn't there) why don't you hard code that? Hardcoding that in the code would keep the connection string available and since your virtual machines SQL databases and functions are all under the same subscription you can target your SQL Servers locally using their internal IP addresses.
