How to check if angularjs app is online using mobile number?

May you please help with an angularjs code that checks if an angularjs app is online for a certain mobile number.ANY HELP IS APPRECIATED.

I want to broadcast a message to a listenerif the listener is online then they can pair with the appif the listener is not online then the broadcasted message must check for the next available listener who is online with the application.I want to be able to check for the listener using either their usernames or mobile numbers as i will have the details of the listeners from the database.The code should be in angularJS.

You mean to check if the mobile number is active on the application? If so then create a controller where you pass the mobile number as  /check?number=12345678  and then return true or false based on that. But remember that you would have to write a controller that maps to this URL otherwise your app will return 404 (or other errors). Can you explain a bit more because it is hard to help you with the less information you have provided.
