I want to upload any file for e.g. (.txt,.doc,.docx) and want to save it as PDF in the database in MVC.

Have you checked spire.office API? It allows to convert a plenty of file formats like txt, doc, docx, xls, xlsx, ppt, pptx, html, etc. to PDF file with pretty simple code.
