I want to upload any file for e.g. (.txt.doc.docx) and want to save it as PDF in the database in MVC.

Have you checked spire.office API? It allows to convert a plenty of file formats like txt doc docx xls xlsx ppt pptx html etc. to PDF file with pretty simple code.
