how to creat a sql database dynamicaly if there is no sql

Question

when my application runs first time it will create a database and start transaction on newly created database but what happens when i will create a setup and then i will give it to client ,if there is a no .net frame work and no sql. will my application capable to create database and other functionality automatically or i have to supplied sum other functionality explicitly please give me the right suggestion
