how to create a hyperlink for an uploaded file

HI friends i need to create an hyperlink for the uploaded file.. can anybody help me??

If you want to download or view uploaded file then you can use html control Anchor or any server side control like hyperlink linkbutton etc and give downloadable file path(Virtual Path not Physical Path). When user will click on this link then file would be download or view by browser. Click here to download

I assume the answer depends on the configuration of your server and the location of the uploaded file within that configuration.

on server.. and i need the create the link for an uploaded file so that by clicking on that link i am able to view that file
