How to create a platform independent EMR

Hi everyone I want to create a platform independent EMR ( medical flash drive ). I dont know anything about it . Can any one tell me how to create it. I mean which language to use and what will be the development tool to develop EMR.So that any body can use it on any computer(no matter which operating system is installed) as soon as they plugged in.
