How to create menus in Expression Blend 4?

I am new to expression blend.I am using expression blend 4. I want to create menus like master transaction reportsadministration on page? how can I do that?

yes.....of course ... Designing is made very easily and nicely in Expression Blend.... I have attached a pdf file that I used as tutorial for Expression Blend.... Hope this helps you out ...
