You need to create Visual studio solutions and add different projects on it like Web Application WCF WPF Silverlight Class Library Test Projects etc. I would suggest you to use Silverlight over WPF. Although you have option to XAML browser based application aka XBAP. If you use Silverlight you have to use WCF service for data exchange.
