How to create User Right Dynamically in MVC4?

Question

Hi  please any one tell me how to set User Rights Dynamically in MVC4 and also how to display the Views(Menus) based on the user login. I want to create this dynamically because the admin have to assign the rights to the user to show the particular modules dynamically as per user login ? I tried to explain my issue as per my level best . please understand and give some suggestion or solution to my problem...
