how to create web service to insert data into database

I have a .dbf file. I just want to save data in my sql server database after some time interval from that .dbf file to sql server database. Please help its urgent

Do a normal insert (using webservice) to your dbf file or whatever? Later use SSIS to insert the records into your DBF database to SQL server.
