You might be able to do this using an OCR engine to recognize a pre-defined image that contains dummy text. After the recognition process you can modify the recognized text and replace it with your custom text and then save the result to Word Document Format. Leadtools is one of the programming toolkits that I used and supports this feature. More details can be found here . About making the result document read-only you might be able to do this by using the System.IO.File.SetAttributes method after creating the document.
