There's also a new free decompiler from JetBrains called dotPeek: http://www.jetbrains.com/decompiler/ It's still a work in progress but I've used it a few times and it looks promising. Notice that no decompiler can recover the original local variable names any comments or preprocessing directives all of which are lost when the source code is compiled to IL.

You can use .NET Reflector to decompile c# (and other managed languages) programs. But unfortunately it's no longer free... You can use the trail version or another program called IL Spy which does the same and it's free (you can even get the source code of it). To actually decompile it just open the exe in the program and select it. There should be an option somewhere like 'decompile' 'export' or 'save code'.
