hmm... Mary I can suggest workaround (and it's workaround) If user is not tech savvy and zooming using browser's - and + button then you can open webpage with ToolBar MenuBar disabled. It can be done by JavaScript easily let me know if you need that JavaScript But if user is bit techy then s/he can use keyboard shortcut to zoom it. twitter @sumitjolly

not working on a masterpage i put your recommended meta tag but still zoom is increasing and decreasing..

You can try below meta tag this will restrict zoom to increase. I have tried on browsers at mobile devices but not sure about web. twitter @sumitjolly
