how to give different site permission.

How can I give access for different users for different page or list or document?

I have admin rights. and when I am giving rights of the page at that time complete application has been shown to that user.

We can do that by spending sometime with jquery & CSS3. But there are lot of plugins available online so why should we waste time spend to re-create it again.
