How to Insert the record only once in the current Month?

Question

how to insert the record into the database by date/time .The same id will not inserted another time until a month over..

For example, take salary detail if we inserted employee by the employee ID with date/time in the database about the salary detail ..the same person Id could not inserted again until the one month....If one month over we can insert the same faculty details again...

I am not as familiar with SQL Server as others here are but I assume you can have a field that is a combination of year and month and allow only one occruance of a value for each employee. That is very basic for most databases. The month field can be the muber of months since a specific month. Let's say you the start month is January of 2000. Then January of 2001 would be 12. December of 2010 I think would be month 119. Would that work?

Get the date of the employee id while you are inserting and compare the month of the date belongs to current month or not if current month then don't insert else insert the record.
