I would imagine the difficulty will be in getting a verification back from paypal after the transaction. If your application runs strictly off the phone that might be a trick still if you are writing a Silverlight application I think you have a chance. I would recommend looking first at the .NET api on github to see what you can find there. You will need a paypal developer account too so you will want to head over to paypal and set that up. You will need a bank account for that too (it is free but you need it to test your transactions). Anyway the place to start is with their api: http://paypal.github.io/
