You should explain your question a bit more correctly and should explain what do you mean by the term lag in your question. There are multiple factors that would cause this problem to occur. Then once you've written the application in a good manner, then you should rely on the user's device. Android is an Open source project which means that you will find Android installed on a 100mb device to 2gb mobile devices. Which means, that either the device would provide best environment or the worst. It is now the job of you; developer, to determine whether the game would run on the device. There is no perfect answer to this problem. Although you can say that there are different approaches to this problem to get it solved. But you should not think that they will be solved. You have to make up a few logics of what is required by your game to run it, and then make sure that the device matches those requirements. Otherwise, create a lite version of your game to run over the devices which do not support the hardware requirements.
