how to make javascript free application in asp.net

hi all
       i am work on this site http://mib.nic.in this site developed in 3.5 version of .net, i facing a problem, if disabled javascript from browser this site not work,not open any anchor tag ,Not clickable linkbuttion  any more , so i want if javascript disabled but this site work properly,all links work properly
