I can not judge the second one. Copy the below three lines to a textfile and call it something.csv . If you open it in e.g. excel, it will give you two records. Whichever CSV reader you use should give you two records ! If not, throw it away as it's rubbish. record 1,"a,b","c""d","line1 line 2" record 2,x\y\z,x/y/z,empty ;)

You can use the TextFieldParser class (or any decent code example on the web that parses correctly, most I have seen don't parse newlines embedded in columns correctly). The TextFieldParser class will parse a line into an array of strings; if you want the second and fourth column, just pick those. I'm not sure about your 'store in byte buffer' requirement; please elaborate a bit.
