It seems you have provided very high level of requirement here. first let me ask you - do you understand what Web API does and in which situation that can be used? If not I suggest you to please read something on Web API first try few on hand projects. if you already have worked on Web API - then instead of asking for whole solution post here what you have done and where you are stuck.
