How to resize a picture by moving the scrolls in c#?

Question

If user move the vertical scroll , the height of the picture get changed.(if scroll come down Get smaller and if scroll come up the picture get  bigger in height)

 

And, if user move the H scroll , the width of the picture get changed.(if scroll go left Get smaller and if scroll go right the picture get bigger in width)
