How to resolve this Error

This could be because the pre-login handshake failed or the server was unable to respond back in time. The duration spent while attempting to connect to this server was - [Pre-Login] initialization=42037; handshake=3; 

 

 I am  Created Windows Application , when i run application it shows me this Error ,

 

I did all the  things like ,,, enable tcp , creating inbound rule , etc

yes when i login to sql server management it connects
