If the source video loaded to the binary array is MP4 then dumping the array to a file and naming it .MP4 should be enough as prasanna suggested. If the source video is from a different type then you need to convert it to the format you want first. I used leadtools controls to create my converting application but I used disk videos in the convert operation but their control also works with streams so that might be helpful in your case.
