ListItem can be used only for web applications. Are you using windows forms?

Is this for a desktop application or an ASP application? I assume not ASP but others seem to be assuming it is for ASP. If it is for ASP then it should be in the ASP forum and if is not for ASP then people should not assume it is. Have you looked at the Date and Time Picker Control? I think it can be used to do what you need.

In Jquery there is a Time Picker plugin you can easily implement that. Its just a javascript file.
