How To send Email to all Registered User E-mail ID in ASP C#

Question

• All The Email Id should be taken from MS SQL Database at runtime.
• The Email should be Broadcast to all the registered users.
• Should be automatic send the Email at a specified time (i,e if i schedule to send Email at 12:30 PM then it should be sent automatically.)
