I have never seen anything officially allow you to create such applications and thus you shouldn't use any third-party documentation that doesn't even support the actual library. That is because they only allow their registered users and their own official applications to communicate. WhatsApp Web also synchronizes the messages from your mobile and sends the message to it for delivery. Why actually do you need such a library for .NET framework to send the messages to your client using WhatsApp?
