The .NET Framework doesn't contain any classes for reading and writing .INI files. The view nowadays is that you should use XML configuration files instead. However there are several articles on Code Project about dealing with .INI files. There are better solutions (at lease in my opinion) that avoid using kernel32 for example you can check out this .NET DLL that handles INI file's reading and writing in a .NET intuitive manner.
